| An Ambitious Program To Encourage TPE (Small Business) |

Established to assist project leaders of Very Small Business, the National Program Support for Business Creation 'Moukawalati ", initiated by the Government, aims to encourage the creation of 30 000 TPE by 2012 accompanied by young instigators through a unique wicket innovative system. Having been three in number during the implementation of the program, the current five wickets ensure to accompany candidates on their journey, from screening until they get their financing from the bank. Project leader’s course 1. Welcome and Registration of projects holder: Registration for the program to support business start-ups can be done with a single wicket (at a time) chosen by the project holder, this wicket becomes his only interlocutor. Explanations are then provided to the project leader and they cover the various stages of this program. If the project leader decides to be introduced to Moukawalati, he fills up an application form and its information is inscribed at the Information System Moukawalati. 2. Screening of candidate: After assuring the registration of the projects the desk conducts a preliminary selection of candidates following: A standard-depth interview to assess on a rational basis required various aspects in the candidate for the creation of enterprises. At the end of this interview, an acknowledgment receipt is given to the shortlisted candidates to serve: - Acknowledgement receipt of application and screening. - Invitation to the day of preparation for the selection interview held within the wicket.
N.B: Those who have not been shortlisted at the screening can apply at the same wicket (or another one ) after a period of one month. 3. Final selection: The folders of screened project leaders are then oriented to the Regional Committee to proceed into their final selection. Following this operation, the candidate’s applications are recoded at the secretariat of the committee before being sent to support wicket for Business Creation. N.B: Those who have been rejected at the selection can apply at the same wicket (or another one ) after a period of three month..
4. Accompanying the project leader: The selected candidate will be accompanied throughout three phases. It should be noted that any deliberate withdrawal or exclusion of a candidate in one of the below mentioned phase does not allow the right to benefit from the program. Accompanying Phase No. 01: Description of accompanying - Market study: It is done in three (3) periods a) Theoretical training, grouped within a single wicket: The objective is to provide candidates with practical tools (frameworks - Questionnaires) to do their market study. b) Field survey: Each candidate moves on the field to collect information on his project under the framework that was provided c) Compilation and editing: In the context of group workshops, candidates gather at the wicket to compile and write the data collected for the market study. Technical Study It is done in three (3) periods: a) Theoretical training, grouped within a single wicket: The objective is to provide candidates with practical tools (Frameworks ...) to complete their technical studies. b) Field survey: Each candidate moves on the field to collect information on his project according to the approach that has been inculcated. c) Compilation and editing: In the context of group workshops, candidates gather in the Bank to compile and write the data collected relating to the technical study. Managerial Training: This is an interactive introduction to training in management techniques. It is done collectively. - Training of Administration and Finance: This is a group training for the administrative and financial basic control. At the end of this training, the candidate's business plan must be finalized. - Simulation of the Business Plan: Each candidate presents his business plan within the wicket to improve communication performance of the candidate before the submission of the dossier to the bank for funding. Accompanying Phase No. 02: Description of accompanying: - Correction of Business Plan: This stage occurs when the bank requires adjustments to the project promoter. - Help to start: This step may take several forms; it should in no way imply that the wicket intervenes to guide the project promoter for the selection of suppliers. The steps for starting the company give rise to an action plan, which is followed up by the wicket.
Accompanying Phase No. 03: Description of accompanying: - Diagnostics followed by recommendations and implementation plans: These diagnoses must cover all activities of the company and not only the financial aspects. - Wicket Head Moderator
