The Minister of Housing, Urbanism and Spatial Planning, Mr. Ahmed Taoufiq Hejira, said on Tuesday in Fez that setting the implementation of the device to boost social housing has major objective of reducing the cumulative deficit in the sector to 550,000 homes by 2020. Speaking at a meeting of communication about the new device for social housing enhancement as defined in the Finance Bill 2010, the Minister precised that it is expected under the new plan, which spans the period 2010-2020, to proceed with the construction of 300,000 homes of better quality for the benefit of 1.5 million people. “The implementation of this plan will require a direct investment of 60 billion dirhams and will contribute to the creation of 160,000 job positions, “said the Minister during the presentation of measures taken by the government to the local region of Fez-Boulemane from the Oriental and Taza-Al Hoceima-Taounate to promote investment in social housing and supporting households to become their owners’ properties. If nothing is done by 2020 to reverse the trend, we can expect a worsening of the deficit that will reach 1,350,000 units by the end of this period, the minister said. He recalled that the annual request for housing increased to 123,000 units, of which 60% in social housing (approximately 70,000 units). To fill this gap, he said, it is essential to build, for instance, by 9900 homes a year in the region of Fez-Boulemane, 8300 homes in the Eastern and 3,500 homes in the region of Taza-Al Hoceima-Taounate. According to the minister, the new plan aims to promote investment, supporting households to become their owner’s properties and to encourage developers to join this dynamic. Mr. Hejira has also focused on key measures designed to boost social housing, whose price was fixed at 250,000 dirhams TAV and whose surface area varies between 50 and 100 m2. Seven key measures were in fact taken to enable the purchaser to benefit from the government assistance in an amount equal to the value of VAT, provided that he agrees to occupy the purchased home for a residence principal for 4 years and encourage promoters to invest heavily to produce more units, he explained. On his part, Dr. Mohamed Saad Hassar, Secretary of State for the Minister of Interior, said that this consultation meeting with local stakeholders is part of the efforts to make the year 2010 the beginning of the general mobilization for achieving the objectives enshrined in the new recovery plan for Social Housing, a large-scale project that requires the participation of all. It was in this context, underlined is the government's determination to make this site and setting an Implementation of provisions contained in the 2010 budget as adopted unanimously by the representatives of the nation, noting that walis and governors are expected to play a crucial role in their regions. Following these interventions, participants were unanimous in stressing the importance of this meeting, which allowed them to elaborate on the obstacles known at their sector level, calling for the facilitation of administrative procedures and mobilization of investment and estate resources necessary for the success of this plan. The meeting was attended by all local actors in the production process of social housing, namely the elected local representatives of the concerned administrations, banks, estate developers and private and public professional sector. This meeting is part of scheduled meetings during the months of January and February at all the Kingdom’s regions.
